Cesar is originally from Mexico City and moved to the United States in 1997. Before becoming a community organizer, he earned a medical assistant diploma from Medvance Institute in 2011. After graduation, Cesar became active in the community by organizing political and education campaigns, and becoming a member of Jovenes Unidos por un Mejor Presente (JUMP), a youth group at TIRRC. Cesar joined the TIRRC team in 2014. Prior to becoming the Youth Organizer, Cesar served as the Tuition Equality Campaign organizer and Civic Engagement Coordinator.
